I think that rank based matchmaking would be good too, but only if there was a setting to toggle it on/off because most ranked players play Hypixel a lot and are sometimes sweats. You would default to the VPN server, and you could only join the non VPN server if you passed a test to see if you were logging on using a VPN, and if you didn't pass, you would get a message like you do when you are banned from a server that says you can't be using a VPN to log onto this server, but that you can log onto the other one. Also, if it is too hard to only have VPN players get queued with other VPN players, there could be a whole other server (kind of like Hypixel China or the Alpha Server). I think there are many ways for something like this to work, like skill-based matchmaking (getting queued with someone around your star), or having people who are using a VPN only get queued with other people using a VPN.
